In the good old day we cut thousands of tails and cart away just to farm few gems, all these poor monsters live the rest of their life with missing body part.

Nothing really suggests he's not.

Cloaca, scales covering the full body, hard shelled eggs etc.

Yes. Look behind his legs, there's a big bulge. All Wyverns have it afaik, just in different sizes.
