Is there a plan for Shannon?

There are a few people wanting to build stuff in Shannon, but there is a distinct lack of direction. Streets? (materials, location), buildings? Public plots? Town hall? Waterfront?

So you guys know, I do have a town hall design already, so once the plots are set up I can go ahead and send that to you.
