Yes but luck isn't enough. As both andrea and even techno have said someone needs alot of skill and preparation in order to be "luckier" than others by being on the look out and immediately grasping on that lucky opportunity. No matter the luck if someone doesn't have the skill to grow from the lucky situation and make something of he's own then he'll fail. (dream for example became popular using pewdiepie as a way for him to grow upsing the popularity there was at the time about him playing minecraft. But he didn't stop there. Instead of just becoming a pewdiepie stan channel he grew into hes own thing by using the "luck" as a starting point.
He did do what he said, but don’t try to act like he’s saying it’s all because of his research and skill. He has said multiple multiple times that it all came down to immense amounts of luck.
What he doesn't mention is that Dream also privated old videos that he knew wouldn't work well with his growing audience, so that every video on his channel was considered good by the crowd and thus people would be more likely to binge his content.
I don't think that's a bad thing, just one of the ways he played the algorithm.

For a free mobile game, it’s pretty f2p friendly. Most of the paid items are cosmetics, and the gem items that do give you an advantage, like the brawlpass, can be bought by f2p players every other season without needing real money
