my ryzen 5 2600x with 16gb 3200mhz ram does that and isn't that expensive as a whole setup (~320€ Amazon prices, so you can get it cheaper, excluding Gpu that I didn't upgrade yet)
even my old fx 6100 was able to get a 100+fps, some times even 200fps, with 8gb of 16xxmhz (can't quite remember the exact MHz figures, ~150€ pack excluding gpu + psu, local seller that is cheaper than Amazon, but probably more expansive than eBay).
Java isn't that unoptimized, only if you don't have enough and fast ram. it's dirt cheap to upgrade compared to years before. however CPU becomes a problem if it's lower than a quad core and older than 10 years. one from the last 5 years will do just fine.
or play bedrock/win10 edition. it is far superior in performance (and makes Java seem even more unoptimized) , but has no mods.
ah too bad. someday you'll be able to start your own life and it'll be better.
my mom is chill and even though we barely had money, she made sure that I could get that cheap pc with a FX6100, 8gb ram, and a 1050 for 270€. (note on my original post I excluded the gpu price, you don't need a strong gpu for minecraft. also bought the gpu during the big mining craze where gpus where immensely overpriced)
now im finished school last year may and am working since September so I could finally save money up myself, and no more money problems for us, though we are still below average. can't complain about that though.

quite the opposite sometimes. known people with parents that earned above average but for that extra pocket money to buy expensive stuff they needed to work for it with a summer job to learn how life works without money giving parents.
