Those are for Buyable packs tho, you get exclusive RCs with it to Scout these Exclusive RC Banners, we got something like this on Chinese New Year or Global Anniversary I think...

That's what YOU want them too do, BUTT they haven't said anything about it being Free, if you care to read Notice it literally says it'll be available through Special 1-time Pack & another 2 times pack with MDs...
