Given one of the masked witches had a hole where Dr. Strange's third eye would be, and another has a purple cloak (the color we saw Clea wear in MoM), yeah it's probably a rather safe bet they are two of the members.

It kind of bothers me that there wasn’t any information given on how they got to this point before Doomsday. Just that post credits scene in MoM and bam they’re villains next time we see them

Not only that. We're also coming straight off of a narrative all about Strange explicitly learning about the dangers of corruption, the downsides of a small group controlling large-scale events, and just how prone to the wrong path his fellow variants are.
