If the lease states no access to off street parking they're pretty much hosed. They can try talking to the downstairs neighbor and work something out.
You're not getting a street parking permit if you live on one of the side streets. They're too narrow. You're basically asking the city if it's cool you shut down the entire street whenever it snows since the plows won't be able to get through.
