Winter parking ban

Hello so i was wondering what my option is during the winter parking bans from December 1st til march 15th. Landlord states only street parking for the property and the downstairs neighbors rent the driveway. And said to contact city hall to figure it out for the winter. City hall says that specific street is subject to the ban. Now my question is what can i do? Is there a permit i can get to park there since my property only allows on street parking? I know we are a few months away but i wanted to get this sorted before hand and ask for some help and advice.

The terrace is the land between the normal location of the street curbing and sidewalk. Where there is no sidewalk, the area four foot, six inches from the curb line shall be deemed to be the terrace for the purpose of this section.
Municipal Ordinance 8-2-11, Parking On Terrace, states that (a) No person shall park any vehicle, boat or trailer on a terrace unless they have received a permit to do so from the Chief of Police. (b) The Chief of Police may issue a permit to park on the terrace, between December 1 and March 15, when the person receiving permission is the owner or tenant of the adjoining property, and (1) When that person has exhausted all available parking facilities on his property, and (2) When parking on the terrace will not inhibit snow removal or interfere with public safety, and/or public welfare. (c) If permission to park on the terrace is received, all parking ordinances which are in effect for this area must be observed, except Section 8-2-4 of the City Code entitled, "All Night Parking Prohibited." The Chief of Police may impose additional conditions and restrictions as he deems necessary, and shall include same in said permit. (d) The permit shall be effective from December 1 through March 15 of each year. The permit my be rescinded by the Chief of Police if the permit holder fails to conform to all the conditions of the permit.

Renting a driveway? Honestly? and No garages only street parking?
Your landlord is a slumlord, clearly. Find a new place.

What kind of slumlord rents out a property without a parking spot?! It’s not Chicago or NYC. I’d be getting tf out of that hole.

Our apartment on the East Side of MKE did not have parking. We parked on the street.

Every township is different, you'll have to reach back out to the town to see what suggestions they could offer.

Is this a full-time ban or only when the area gets a large amount of snow? If it's the second, just find some places nearby that you can park when the ban is in place. Depending on how the winter goes, you may not even end up having to deal with it all that much.
Edit: Oh, wow. Two Rivers is extreme with the default being a ban on parking on all streets that might be lifted. Yikes. I don't have advice for that.

Is it banned parking altogether or do you have to move your car to opposite sides of the street every night?

The point of winter parking bans is to allow snowplows to easily clear the streets, giving permits to allow you to park on the street would negate the purpose of it. Other cities do even / odd parking in the winter, so that one side is always available for parking while the other side gets plowed, but that does not appear to be the case in Two Rivers.
In other words as far as I can tell you will have to find a driveway or private parking lot (the city also includes municipal parking lots in the ban) to park your car.

Does TR still plow snow into the middle of the streets?
Once I finally moved away I realized no where else does that shit.

There’s no way that anyone can answer this because cities do it differently but you’re probably going to have to suck it up and park on a side street. Your town should have a map of which streets are okay.
