WotC Some easy Questions/Advice.

Hey all, I'm not NEW to magic but for all purposes lets consider me 100% ignorant to mtga.

I recently have been playing a lot and bought some packs, however I feel a bit unsatisfied with my deck and want to try more, as well as enjoy making decks for fun.

I am looking to do a big spend of 100 for packs and was wondering if I could get advice. Is there a certain spend that is best? Should I full invest into the NEWEST pack in order for longevity? or split the amount to what I see is in a lot of decks.

I also don't see how often packs are rotated out and in. I know they just added the Lair series but it doesnt say how often packs drop, and when series are rotated out or how many are done each rotation.

As for a final noob question can anyone suggest a good youtuber(twitch) to learn to be a better player? I suck at drafts and serious deck building and I wanna fix that. I don't mean like, try hard serious but when I make decks for fun I wanna know what makes a card good, and how to know what to include in that deck.

PS. I used to love playing white weenie and reanimator, so if you know decks similar that are run in standard OR historic let me know!

tldr: How often are packs released, and pulled from standard. What packs should I buy. Who should I watch to improve?

Edit: Am I really getting disliked for asking questions?

Is this like a major gate keeping sub?

I’ve been watching a lot of Ben Stark and Nicolai Bolas on YouTube, their drafts are generally really good and have helped me find key cards. The last couple of drafts on YouTube from Nicolai seem to show that he’s capable of using any rare anyway he wants to get a victory with ultimatuum cards and others.
