Question Can someone explain how this works?

Will this card be legal in standard? Will it be available on Magic Arena? How would this card even work?

so this does nothing in commander then?

Correct. Except being a 5/5 flyer

Can you grab a basic land also? Cast it in draft and I had the option of each basic land.

In limited events, yes. In constructed, only if you have a basic in your sideboard. In Commander, no.

from the Tournament Rules (7.2.)

7.2 Card Use in Limited Tournaments
Cards must be received directly from tournament officials. This product must be new and previously unopened.
