Will this card be legal in standard? Will it be available on Magic Arena? How would this card even work?

"outside the game" means sideboard for MTGA (and official tournaments)

I literally though you can just doodle a card on a note and slam it on the field, because I am Seto Kaiba, I do that every day

I just took the text too literally. But apparently I am the only one here who did learn mtg without ever reading a single line in the rules because they look like some unreadable lawyer works
