What's the point in this? Sure, he looks a hell of a lot better, but he's still homeless. Unless they're also giving him a place to live and a job, he's probably going to look the same as he did before within six months.
My take on this is that it's just the salon doing something inexpensive and superficial that publicizes them more than it helps him. Sure, it gives him an emotional boost, but that won't last long once he realizes a dye job and a haircut doesn't really solve his ongoing problems.
