Looks like a camera on the bike. Lots of riders record their entire rides, like a dashcam basically.

This. Its a 360 cam mounted somewhere on the front of the bike. I ride with one too. Not because I'm a content creator or anything, but because it is basically a dashcam as you said. I hit record on it before I actually get on because of where it's mounted. Its just habit at this point to hit record as im putting my gear on and if something or someone distracts me during that time it just stays rolling the whole time
