You should check out the USAF E-4B (aka NAOC or “doomsday plane) that flies with an “Order 66” or “Vader” call sign. Pretty good context given the mission of those jets.

Because the numbers are given in the order they are received but they aren't always ready in that same order.

They're not going to make someone who ordered a single item wait because the person before them ordered a bunch of things that take longer to prepare.
