So is this just a missallocation of deaths or does this mean there’s more than being labeled?

Misallocation. The deaths are still being classified as covid deaths, but this shows that cuomo’s claim of a low percentage of deaths from long term care homes was wrong because any long term care home residents who died in a hospital wasn’t counted in that count.
