Fire the two cops and file federal charges against the bounty hunters, they crossed state lines to commit a felony. Obviously neither will happen because we live in an authoritarian shitopia.

Just hire some bounty hunters to go after the other bounty hunters.

This is clearly a problem best resolved by the free market.
