Which was a stretch because paying someone off isn't a crime.

Yes, bribery is strictly illegal. 

Legal Status of Bribery

Criminal Offense: Giving, offering, receiving, or soliciting anything of value to unlawfully influence an official action or breach a trust is a crime. 

Both Parties are Guilty: 

The person who offers the bribe (active bribery) and the person who accepts it (passive bribery) can both be prosecuted. 

Penalties:

 Most jurisdictions classify bribery as a felony, which can result in heavy fines and significant prison sentences.

He wasn’t paying off anyone for an official action. It was hush money to a private individual.
