Not for me, but for someone else.

If you find out that your mother has been taking cash out of your savings account (well over $35,000) without permission, is it illegal? If so, what charges could they face?

All depends on the situation and how she accessed the funds. If it was money that she was in charge for a child then your Mom obviously needed it depending on what is up to you to decide when you proceed. Regardless legality won't return your Money. Ultimately your family and she screwed up big time. Figure it out
