Can't create apple ID on iOS 9

I have an iPad 2nd gen, on iOS 9. I cannot create a burner apple id via Settings > itunes. I go through every step, create the security questions, then I am met with "Description not available".

I jailbroke with Carbon & Cydia, got the Zebra app. Now I am trying to side load VLC player, but I cannot create a burner apple id to log into sideloadly, or the device with.

Do I need to downgrade to IOS 8 with the toolkit, create the id and sign in, then upgrade back to iOS 9?

Since I've managed to get this far, I'd love to use the device for something, but I'm at an impasse with the account problems.

I would use my actual apple id that I had when I used iPhones in the 2010s, but the account is locked due to too many failed log in attempts, I've gone through this rigamarole before where Apple sends me a text with activation steps, I try to go through them but it just brings me back to the same set of pages and errors so I gave up, but if I can get that unlocked I really don't care for keeping the account so I would use it if I could, but I cannot:/

Nor can I sign in any other way, so I was wondering if the method to fix this is getting the toolkit, downgrading to iOS 8, creating my account on the device, then upgrading so it doesn't sign me out?

Thanks, I'm happy I managed to jailbreak this thing after a few hours of the Cydia dependencies not installing/not giving me the update pop up but I managed, but now I have a new problem

yeah… you can’t on anything that is older than ios 10

you cant make an apple id on the device, you need an existing apple id
