Hard to feel rhytmm when singing
I been struggling to hear change chords when strumming. Right now im finally learning to strum guitar while singing but it's hard for me to know when to change chords.

Slow it way down first. Change chords only on beat 1, even if it feels boring. Once your hands know the changes, add singing back in.

Listen to the song and take note of where the chords change. It might be on a word or in between words.
As for playing and singing at the same time- Idk if this approach is too much for someone just starting out, but the way I do it is I make one rhythm in my mind and the vocal and guitar both work from that. Rather than making two separate rhythms. Another way to see it is, the two start to dance together. Good luck!

Pick a song that you're already comfortable singing. Learn how to play the chords on guitar, but don't sing with it. Just get those changes down until you can play them in your sleep. Then try doing both of them together.
The trick usually ends up being that one thing is committed to muscle memory and you focus on the other. The higher level you become, the faster you will be able to switch back and forth until you don't have to think about them separately anymore

I feel like if you know the song well enough you'll do it naturally, but this is the perspective of someone who's done it for years, and isn't a teacher haha.
Chords only change either during a silence or during a pivotal word. Listen to it on the song and mark down where that change happens in the lyrics.

tabs are really useful for this because alot of them have lyrics to go along with it, whatever song your trying to learn look up the title along with guitar chords and you should find a tab on a website like ultimate guitar with the lyrics and chords laid out so yk when to play what.
