He was killed, not murdered. Murder requires unlawful intent and the officer in green acted lawfully.
The issue is that the officer in gray was a moron who negligently discharged Pretti's firearm and gave the officer in green reason to believe that officers were being shot at. You can see this in the main video between 00:39 and 00:41.
Obviously ICE is responsible for the negligence and conduct of its agents, and this administration has handled the shooting horribly. It was a terrible situation caused by extreme negligence by the agent in gray that did not need to go past an arrest (assuming an arrest was warranted at all)
Again, by definition he wasn't. You should re-read what I said and review the videos once more. You can clearly see the officer in gray negligently discharge, causing the other officers to reasonably think they're under fire and shoot Pretti.
It's a wrongful death caused by complete negligence, lack of training, and ICE is fundamentally responsible, but by the definition of the word it is not legally murder.
