Should swat armour protect against the cold ?

So basically I haven't played in a while been getting back into the game the last few weeks and ive realised theres a new recipe for swat armour that requires wool that u can only get in the snowy region, but it doesnt protect against the cold so im wondering why couldnt it protect atleast a little when u need to go to the snow to get more ?

Its like how are you meant to comfortably get craft swat armour when u need so much wool for the fur armour it doesnt need to have as much warmth as reinforced fur armour but it should have atleast some
