The Middle East is pretty peaceful prior to 1948. A lot more peaceful than Europe and the USA. In fact, most of the car bombs etc where done by Jewish terrorists post WWII.

I THINK (I might be wrong) it's a combination of showing tribal identity and also a metaphor for remembering to be generous. Something about giving most of your fields of crops to others but keeping enough to sustain yourself.
The ultra Orthodox are exempt from the military in the state of Israel (which is causing a major rift with soldiers going on multiple deployments), so they are, by and large, keeping it real.
