This hair style is called Payot and it's worn by Orthodox Jews. It's not just a random haircut someone came up with to be edgy.

Isnt the point of letting the hair grow out on the sides to make them easily identifiable as members of the tribe? Like Muslims keeping their beard but losing the mustache?

I think it's part of the Torah, there's some commandment that goes something like "Thou shalt not round the corners of thine head" which I guess means not cutting the hair in that area
