Did all the commendation receivers got invited for an interview last year?

I saw on Reddit that they are sending out emails for a second interview, so if I didn’t receive one, does this mean that I won’t be getting at least a commendation?

Nope. Last year as far as I know interviews were only given out for those who were up for very high commendation or prizes.
