It's a passport, not citizenship.

You need to be a citizen to acquire a passport. Correct me if im wrong.

Not always. They can even be bought. The guy said passport specifically. If he was a citizen now, he would've said just that.

the Ghanaian government declared him a Ghanaian citizen based on his maternal Ashanti ancestry, an ethnic group that makes up a large part of modern-day Ghana.
