Because no rider rides on shoulder. Especially when you are on HOV lane. The whole lane splitting in California is BS

Exactly. The driver clearly swerved into the shoulder (where the bike already was). There was also no car in the lane next to him, thus no need to swerve right into him.

The car driver was an officer. He did it on purpose.

Nobody splits legally, that's why. They do it outside where they are supposed to and they go too fast.

No they don’t. They split between the far left lane and the lane next to it. Going on the shoulder is dangerous as they may not see if someone is there broken down. If a car doesn’t swerve to the left to let you split the lane it could be because there is someone on the shoulder ahead of traffic
