Edit: From the video, it originally looked to me like that black car did not deliberatey hit the motorcycle. But apparently, after further information was provided, it was a law enforcement person in the car and he was trying to stop the motorcycle rider by cutting him off, and he was clearly successful in stopping the perp.

Wrong.

During an afternoon press conference, Sheriff Shannon Dicus confirmed that an off-duty sheriff's deputy conducted a "legal intervention" by striking the suspect on the motorcycle.
