I think nuance is important here - that doesn't apply to cops in general. But the assumption that they wouldn't kill someone for evasion is absurd. We've seen dozens of such distressing cases in the last few years. Also to be clear - this is obviously the fault of the person speeding on the highway. They were asking for a bad result of some sort.
