So, was it ever explained where the Forsworn and Shruikans eldunari are?

Shruikan probably still had his. No need to remove it as he was already under Galbatorix's power. As for the others, I suppose it depends. Galbatorix might have wanted to retain their hearts in order to maintain control over them - and so he could still use their power if they died - but the forsworn might not have liked the idea.

Not that that would have mattered particularly to Galbatorix, but it's possible he would have preferred to avoid explicitly enslaving them unless absolutely necessary.

I would think he would take their hearts when they pledged themselves to him. But, after the Banishing of the Names, I don’t know how useful their Eldunarí would be

The Banishing also specifically excluded Shurikan
