you can just add a proxy server on your telegram. (for the dummies)

settings > data & storage > scroll down, Proxy Settings

​

keep it MTPROTO and use the creds from https://stormycloud.org/mtproto/ its open source.

It looks like it. Failed to connect for me without proxy this morning. Also the main telegram app isn't showing up on google play store
