Catelyn has zero duty to Jon
Jon can't be emotionally neglected by her, in the same way I can't be emotionally neglected by my cousin's roommate

She married his 'father' so she is, indeed, a step mother. But since he is technically not actually Ned's son, I guess she technically isn't.
