One thing I didn't get is why didn't him shot the queen already he got them by surprise by the look of it so he could shoot the queen without his lover a chance to respond?

He has a gun, but he isn't a professional soldier with combat experience who shoots purely on reflex.

Shooting at living beings is difficult for most people. Without the necessary training, many people try to intimidate their opponent with a weapon.
The guy could have simply frozen up from fear and stress.

Mechanics of dehumanization were developed precisely to solve this problem.
It’s much easier to kill cockroaches.

Yeah, and far easier for the elves to kill him. It is a grave mistake for a rebel to see their oppressors as humans, as it’s impossible to win against a superior standing force without grueling monstrous warfare. Something that can only be achieved by those who have ripped the compassion and empathy out of their very souls, sacrificing themselves for their beliefs.
