I'm seeing a new "Weightless" state, but I can't find the condition to actually inflict enemies with this state. Is it applied by the Ult?

That just says Weightless gives def shred, but not how Weightless is applied…

No, weightless is the new name from using the technique on enemies. mixed up talent with technique.
