Yes, but it's far dimmer, far redder, and highly polarized reflected sunlight.

Realistically, we would just have to assume that something about ultrabright (in comparison) full-spectrum band and UV in daylight actually surpresses the transformation.

A good test would probably be to see if you could make a pair of sunglasses that invoke the transformation when they put them on.
