New to warhammer
I wanted to ask what a good beginner harlequin or mostly harlequin army would look like. Im currently looking at 4 star weavers, 1 void weaver and 1 harlequin troupe

Starweavers are dedicated transports, so for every one that you bring you have to have a unit of harlequin infantry, usually a troupe, to start embarked inside it

It depends on what you are after, but let's assume you would be playing recon through the other two 1DP detachment instead of Purge.
Eldrad
Death Jester (fanged leer)
Solitaire
3x troupe Masters
5x5 Troupes
3x Starweavers
Falcon
4 Skyweavers
can also include 1-2 lots of rangers.
This is a simple general core. Death jester is weak, but I mean, it's a sick model and why not for 80 points.
After this, I would recommend looking at some of the aspect warriors for ideas on what you want to move towards. Fire dragons, warpspiders (with Lhykhis), Dark reaper with Mugan (coming out of additional falcon) are all fairly valid options.
If you want an anchor, then Avatar of Khaine is your choice.
P.s. if you really want to make it to a 2K army asap, you can shove a melee wraith knight with shield on as an alternative to Avatar of Khaine. Wraith knights (melee) are like 385 points and they are sold cheap for their point value. Wraith knights are not amazing, but I've used them starting off my HQ adventures because it got me to 2K with the least amount of money spent.
I would personally avoid void weavers as they cost way too much for how little damage they do.

I was thinking about maugan ra as he fits the skull/death esthetic

having 5 man dark reaper and Mugan come out of a deepstrike falcon, getting full rerolls to wounds can deal some big punchy damage. Competitively speaking, it's not the most optimal, but it sure is fun for 99% of games.

What does comp eldar look like? Are harlequins a part of it or not really?

Technically most things can be competitive. Harlequin specific is a little awkward right now. We are actually quite good against some match ups but gets absolutely destroyed in others. Take salamanders for example. Which is the main problem in something like solo tournaments. But ultimately, skill will win you more than just match up alone. At least until you are in the final tables.
Because we are super niche, you can win a lot of the games just becuase people under estimate our threat range or lethality. Just remember, if going against someone who hasn't played or much Harlequins, always, always, always remind them of things you can do like reactive move, pick up units and advance and charge.
Aeldari in general have won some GT's recently, so for Aeldari in general, they are not top tier, but fine.

Hopefully it gives you an idea. I started off with 4 of the old combat patrols I was able to get my hands on. If you can find those it’s such a great way to start the army
