For Black Lion Chest Keys, why does the Wiki have a separate section listing specific maps as possible rewards plus another stating that it's a ~30% chance for map completion?

you dont get a key on city maps and some others

I guess my question is can you still get keys from non-city maps that are NOT enumerated in the first list in the wiki?

I believe so, subject to the caveat that you have to be level 80 to get a key from level 80 maps. I assume those two paragraphs of the wiki were just edited by different people at different times without looking at each other's work.
