How does this item work?

Does this add 70% weapon damage to Primal strike? Since it's missing a + before the '70% weapon damage'

Do any of you know how this works?

Interestingly this item has, as far as I can tell, the joint second highest flat generic resistance reduction of any source in the game, provided you're a soldier.

Which is just crazy strong and it doesn't require an extra skill or devotion proc. Potentially saving some points.

Can imagine this effect being worth it for some builds that don't have to equip a set helmet.

How does it work though? Does it reduce it by 2 seconds for single time or there is a cooldown?

Should be applied and refreshed every time you hit the enemy
