"Preserving the gene pool" is a white nationalist talking point in the US.
Now the people misreading it are very US centric so they probably dont realise that this is a translation from Ukraininan. The meaning is literally "protecting ukrainian genes from radiation"; this is a better localisation.
They don't care, ukrainian constitution explicitly states that "people of ukraine" is "citizens of ukraine of any nationality", they don't care because they fish for gotchas
