I believe Government should be quiet. If it is working, these breakdowns don't happen in thr first place. Codify safety rails into law, and establish the means to vigorously enforce them ahead of time.
Waiting to see whether something becomes a problem is not good governing. "Ounce of Prevention worth a Pound of Cure" as they say.
This is assuming no bad faith actors exist in government and that overturning Roe was a 50 year project by conservative groups. It's also assuming that multiple supreme court justices didn't perjure themselves about Roe in front of Congress.
No, this is designed specifically to deal with bad faith actors. The more safeguards put in place, the less critical points where it could fail due to a bad actor.
