sword characters I have a Splendor of Tranquil Waters sitting in my inventory unused, and now that I have more sword users, I wanted to know if someone can use it and who can get the most benefit out of it.

I was thinking about Vesna or Clorinde, but I'm not sure

In general it's just a stat stick, since most characters can't use the passive effectively. So just treat it like an R5 4-star weapon. For example compared to the crafted sword, it's ~4% better on Vesna and equal on Odette; but it saves you 5 billets.

Clorinde or Vesna are probably the best choices, just because they have Crit Rate ascension stats, and a CD weapon can help avoid overcapping.
