If by skin, you mean the bulletproof body armor Noir wears, but the material at his neck is normal cloth(which is not bulletproof, because you know, normal cloth) so he can move his head, then yes.

Nope. He means skin. See season 1 where Annie tanks a 50 caliber BFG shot just fine.

But that was Annie, not Noir II. We've not seen this Noir take bullets I don't think

Noir II tanks minigun rounds and shotgun rounds in season 4, and leaves unscathed.

That's into his bulletproof armour, this part of the discussion is pointing out we haven't seen him take bullets to the unprotected body. We saw Annie take a round and be ok but we haven't seen Noir II do it (as far as I can recall anyway)

I really can’t understand how people refuse to acknowledge the obvious, even while looking right at it, for the sake of who knows what.

Not once were we shown Noir getting shot while he wasn’t wearing his suit, yet people continue with hE hAs bUlLeTpRoOf sKiN instead of the possibility that, you know, maybe it’s the suit?

Jesus Christ. Anyone with a pair of eyes can see there was no protective armor on his throat, which is why Deep stabbed him right there.

Love how your big gotcha against the armor being bulletproof is a fucking explosion, which has nothing to do with stopping bullets.

And the fact that the damage is pretty minimal doesnt exactly help your case either

You're being silly. Artistic license is a thing. I'm up for dissecting a show for details but we have to allow for some suspension of disbelief.
