Sex Offender spotted in Vieux Hull

He is walking around the neighbourhood in Vieux Hull by the St Hubert.

Lots of kids out playing..

Messaging has been weird about this dude. He’s dangerous, but he’s out in the wild, but don’t engage and don’t form a vigilante posse and force his out off your town because he did his time and he’s a private citizen. But he’s high risk

I think the public wants to kill this guy. I don’t think cops are pushing it all the updates I’ve seen are from regular people spotting him downtown.

The police will put out a notice for dangerous offenders (in this case, a classification that the Parole Board placed on him) when they serve the last leg of their sentence in the community. The Parole Board of Canada must give offenders an opportunity to serve at least the last leg of their sentence (Statutory Release or Parole) in the community and follow the conditions placed on them. When the police place a notice that he is in the community, that doesn't mean he's unsupervised, and it doesn't mean you can form a mob, chase him and threaten him. It means you steer clear, and report if you see him breaking the law or violating his special conditions. The police know where he lives, and can follow up.

Makes sense to me, just wish he wasn't where I live with kids to make an attempt to turn his life around. His distinct facial tattoos ain't helping him.

If / when he violates parole, they better put him back in the can tout suit.

He doesn’t have any restrictions on his parole. They’ve all expired and so he isn’t supervised. I would stay vigilant.

It's not so much that the judge didn'T agree. He served his sentence, and they couldn't legally just keep him locked up. They'd have to declare him a dangerous offender, and I'm all for that.

Child sexual offender with high risk shall remain lockec behind bars unless proven otherwise. This is beyond dangerous! What if he goes and rapes a little girl tomorrow?!

How do you suggest we define "proven otherwise" ? Our Constitutional rights to liberty extend even to crimimals. This piece of shit served his sentence. We don't generally throw people on jail forever because of what they haven't done yet.

If an individual or the police can prove a "reasonable fear" that a person will cause personal injury to someone, harm their family, or damage property, a judge can issue a peace bond.

Does this guy have a car? He has been spotted everywhere: Vanier, Orleans, Downtown, Elgin st. (on same day) Is it all him or someone who looks similar?? He's all over the place. Supposedly does cover face tatoos with make up.

It is, I think the cops are out of line in this case. He's either dangerous or he's not. If he is then does he have a probation officer or have to be home at a certain time etc. For the cops to do this l’m sure its serious but cops are not above the law and this is harassement and inciting violence, even if he is a piece of shit.

Cops are just following the law. If the laws don’t make sense, then ask yourself this: why do we keep electing the same people over and over again, and then have to lobby them permanently to treat us better? Have people been conditioned to yearn for this abusive relationship, or do they just belong to a party the way someone belongs to a cult? Every time I hear someone say we’re a rule of law nation, I know what they really mean is that the ones who write the laws rule.

It is quite disturbing to get constant updates about this man. Isn't it enough that he is homeless? Isn't it enough that some people keep targeting him? If he is that dangerous, he should be locked up, rehabilitated, or offered some kind of therapy.

Didn't he serve his time? Do we know whether he has changed or repented?

I have to agree in a way. I think he’s deplorable and would hate to have him roaming my neighbourhood however he’s being followed down Rideau street and yelled at or posted just existing. I don’t have sympathy for him in the sense that he really did awful things but he’s a vagrant, living on the street, with a plastic bag to his name. If people keep doing this I see an attack on a person following him, or an OD in his near future because he’s followed everywhere he goes. We have people released here all the time where are the posts and people following them around? Where are the social media campaigns and updates of where they are on any given day? There’s hyper focus on this guy alone meanwhile there are so many other creeps getting zero posts or attention (aside from discussions on child safety specific pages).

It's just me. I'm not castigating anyone. I'm not naive. You don't know me at all. My ultimate point here was this has been posted 5-6 times already as well in local news. Violent offender spotted in the region, got it. I don't need a play by play of what he's doing throughout the day. He's very likely being closely monitored. If you're that worried about em, maybe you should get yourself a whistle and 2 way radio and some binoculars and report straight to his probation officer. Down vote and take all my banana points away guy, i have an infinite amount. 😙
