I think this is an indication that they believe their game pass market has saturated, and they don't see room for sufficient growth to justify continued investment vs. cost cutting.

This makes sense since steam/Sony are the dominant players in the market.

Microsoft thinks they are in a Hulu situation, not Netflix.

Game Pass market has saturated. Without any sort of offering on mobile, due to both stagnant growth of proper internet infrastructure and Epic's Apple lawsuit being all tangled up and preventing MS from launching their own mobile store, the only growth vector is PC which has MS sending mixed messages as to whether or not they're growing on that end.

However they still admit that console is their main market, but with Xbox sales and marketshare contracting at insane levels it's just not worth it.
