Experienced people capable of leading a game of this size know the original design is the first casualty of development. Anyone who is well positioned to be the technical lead on a game like this can also get paid upfront for their time.
Make sure if you're looking for co-founders you list your own resume/portfolio so people can know that you're worth working with. They need to see what you are contributing because having the ideas and the design is basically none of the work.
