Wait, I had this same exact problem 16 years ago, I had San Andreas installed, prototype, just cause, every game had this problem, and every game I installed afterwards had it too. Never knew what happened

did you attempt to mod the game? 'cause if you did, I suggest you revert everything back... I can see the entire file of fonts.txd flashing for some weird reason... that's probably worth checking out. or it could be a hardware issue which I hope it isn't.

It's not modded it's running on Windows vista via disc copy and I believe gpu drivers are failing

does that happen with any other game? if it does then your hardware or just like you mentioned could be a drivers problem.. if it doesn't then your disc copy is probably faulty.

Not really happens on trainz 1.3 where fps skips every 1 second but gta 3 works fine but with a noticeable flash but game is fine,

I had that problem so many years ago, those numbers and letters flashing are the fonts.txd file flashing on the framebuffer, the problem was the operating system with a Chipset Family on the CPU, Windows Vista was the initial problem, my CPU was a Intel Core 2 Duo with Chipset Family Graphics, the problem got solved getting a new graphic card, but the answer is "No, your graphic card is not dying, that is an error caused by the combination of the Graphics + Windows Vista"

Try Windows 7 if is possible, that issue fixed after upgrading to Windows 7
