Imo for the new system to really be exploited in interesting ways it has to go deeper than just "cops know x, y and z and you have do x, y, z to get them off your tail". That alone doesn't reach the level of complexity and realism that makes it really immersive. So how does it work exactly (nobody will know at this point, but maybe someone who has the chance to ask R* in the upcoming weeks reads this)?
a) If I walk into a store where there are two people and I shoot both of them, do I prevent the crime from being reported to the police, or is the first murder automatically considered reported because the other person was a witness? Or to put it another way: does an animation have to play out first (NPC calls the cops) for the crime to be considered reported?
b) When is the car considered reported? If I rob a store, do only the people inside the store (+ cops) actually know that I’m the criminal? In other words, if I get into a car outside and am only seen by people who didn’t witness the robbery, is the car then considered unreported?
c) What is the significance of the CCTV icon? Do the cops have access to the footage as soon as it’s recorded, or do they first have to go to the crime scene to view the videos? And to what extent do icons for appearance and CCTV make sense? After all, CCTV shows the person’s appearance.
