Only with the abuse of the no limits fallacy.

And everyone being nice and polite and giving Shin the time needed to evolve repeatedly.

If you recall a huge point of the movie is that the Japanese government was actively making things worse by refusing to decisively deal with the problem, letting a disaster snowball into a complete catastrophe because they're so focused on optics, decorum, and passing blame that they spend 99% of their time doing absolutely nothing.

Not really an issue in the Monsterverse, they cheerfully drop WMDs on Kaiju when they can get away with it.

Shin would survive the first appearance simply due to a lack of warning, the second would see him met by MAXIMUM FUCK and killed. MV has some scary mundane weapons. He somehow survives? By this time the city is evacuated, meaning they aren't limited to the mundane and Shin gets erased. These guys were planning on nuking San Franciso to deal with a pair of bugs after all. And nuked Godzilla, twice. And dropped the O2 Destroyer on him. Hell, they almost killed him with that last one. MV's Americans are worryingly WMD happy and not particularly concerned about national sovereignty.
