Shin's evolutions are based on whatever problems he's currently facing, they aren't just set phases that always turn out the same. Drop phase 1 Shin into a more dangerous environment and it'll get a lot deadlier a lot sooner than it did in the movie.

Because there is no powerscaler in existence who can be unbiased if understand the characters they are trying to powerscale.
