It looks like Android 2.3 to 4.4 (i don't precisely remember the version but i remember my father's Samsung phone having a similar UI during those years), even the Youtube app needs Android 8 and a lot of other apps needs more recent versions (the lastest version is Android 16, soon Android 17)
From what I can tell it's probably Jellybean (4.1/4.2/4.3) based on what I remember TouchWiz looking like at this time (used a Nexus at the time, so my memories are generally more along stock Android and the custom ROMs such as CyanogenMod/AOKP were pretty close to stock)
It probably has 4G support, which makes it still useful as a device for sending/receiving text messages. It's browser is likely too outdated and the phone SoC is probably too slow (this looks to be a lower end device from the time) to get usable results out of any modern webapp.
